Break it down.

Draft the copy.
The task's own status follows its sub-tasks - move it forward at each milestone.

Develop draft copySub-task → In Progress → Complete
Draft works noticeTask → In Review - cue for the review to start
Step 4 of 5 · Review
Review the draft.
Starts as soon as the draft's Complete.
Review 1 of draftSub-task → In Progress → add a comment → Complete
Example comment: "Reviewed - looks good, no changes needed."
Step 5 of 5 · Sign-off
Sign off & send.
Once every sub-task is Complete, move Draft works notice itself to Complete. Distribute works notice would pick up from here - not today.
Send to PIIT for MOSub-task → In Progress → Complete
